“Therefore having obtained help from God, to this day I stand, witnessing both to small and great, saying no other things than those which the prophets and Moses said would come…” Acts 26:22.
Witnessing, martureo, Strong’s #3140: a verb, giving evidence, attesting, confirming, confessing, bearing record, speaking well of, giving the good news, testifying, affirming that one has seen, heard, and experienced something.
As it relates directly to the NT it is used particularly for presenting the gospel with evidence. Actually taking the good news of the gospel out into the world that sits in blindness and is incapable of hearing the good news of Christ’ redemption (2 Cor. 4:4).
Yes, the decision is theirs to make, but how will they have the opportunity unless we the earthen vessels who carry His light within us go out and give witness of Him and invite them to receive Christ Jesus.
We the body of Christ have forgotten our calling. We are to be out shaking the bushes for the lost.
That can include a different approach to meeting the needs of the lost.

Amen, Manny. We aren’t getting the job done. We need to ask God for the power to witness effectively.

Yes, for sure. I find if we make ourselves available He will help us reach out.
